Baltimore County Public Schools rubber-stamped a charter school without checking whether its executive director had criminal convictions or repeated bankruptcies — and now that school stands to collect millions in public money.
Puzzle Pieces Learning Academy Public Charter School got the green light from the district's school board despite executive director Chizarra Dashiell's undisclosed criminal record and financial failures. District spokesperson Gboyinde Onijala acknowledged there was no detailed vetting of Dashiell during the application review, according to Baltimore News.
This is the oversight apparatus failing at its most basic function. Maryland law designates local school boards as gatekeepers for charter applicants, requiring them to evaluate a proposed school's governance, leadership, and operational readiness. But the law doesn't mandate criminal background checks or spell out specific vetting procedures — a gap that Baltimore County apparently treated as permission to ask no questions at all.
The district claimed its review covered governance and operational capacity. Somehow, multiple criminal convictions and repeated bankruptcies didn't surface. These aren't minor oversights. They're the kind of red flags any responsible fiduciary would catch before handing over public dollars.
And those dollars are significant. Once operational, charter schools can receive millions in combined county, state, and federal funding. The question every taxpayer and parent should be asking: who signed off on this, and where exactly does the money go once it flows to an operator with that kind of record?
