President Trump slammed the U.S. naval blockade of Iran back into place Monday and announced a 20% reimbursement fee on all cargo shipped through the Strait of Hormuz — meaning American sailors secure the waterway and the nations that depend on it finally help foot the bill.
The move ditches the failed Memorandum of Understanding with Tehran and replaces it with raw economic leverage: Iran's ships and customers are locked out, everyone else gets safe passage, and the United States gets paid for providing it. No invasion. No occupation. No trillion-dollar nation-building. Just a Navy doing what a Navy does, with a price tag attached.
Trump posted the announcement on social media: "The Hormuz Strait is OPEN, and will remain OPEN, with or without Iran. We are reinstating the THE IRANIAN BLOCKADE, so named because it is only stopping Iran's ships or customers from entering or leaving. All other countries will have fair and open use of the Strait. The U.S.A. will be, from this point forward, known as 'THE GUARDIAN OF THE HORMUZ STRAIT,' but as such, and as a matter of FAIRNESS, will be reimbursed, at the rate of 20% on all cargo shipped."
CENTCOM confirmed the blockade resumed at 4 p.m. ET. During the prior two-month ceasefire, the command said it had redirected more than 140 compliant vessels, disabled nine non-compliant ships, and allowed over 50 humanitarian-aid vessels through.
The ceasefire collapsed because Iran's hard-liners exploited a loophole in Paragraph 5 of the MOU, claiming the text granted them sovereignty over the strait. As HotAir noted, the Iranians “don't have a deepwater navy any longer” and the war already demolished any credible claim to regional hegemony — but the IRGC pressed the fantasy anyway, pressuring Oman to back their play. Oman refused.
Oil prices jumped roughly 4.5% on the news, a sign risk was already baked in. Shipping continues at pre-MOU levels.
The 20% fee is the real departure. A former administration official told the New York Post the fee will likely cover the cost of U.S. military escorts: "If you're Trump looking at how the European and Asian allies with naval capacity haven't done squat, and the Arabs have played both sides of the talks and hindered our ability to conduct a more robust Project Freedom, you can understand the frustration of taking on the full cost of naval patrols and escorts for someone else's supply and demand. This isn't our oil, and, except for California, it's not our imports."
In other words: the free ride is over. For decades, the U.S. Navy has guarded the global commons so Europe, Asia, and the Gulf states could ship oil without paying a dime for the guarantee. Trump is turning that assumption inside out.
Naturally, the think-tank class is confused. Clayton Seigle, a senior associate in CSIS's Energy Security and Climate Change Program, told the Post the fee was "perplexing for market and industry observers" — noting the administration had spent months calling Iran's toll demands "extortion." Seigle allowed it might be "more about negotiating posture."
CSIS, for the record, is a flagship institution of the permanent Washington foreign-policy apparatus, bankrolled by defense contractors and energy multinationals with deep stakes in the old order — the one where the U.S. taxpayer underwrites global shipping and the consultants get paid to explain why that's wise.
Iran's foreign minister Seyed Abbas Araghchi offered a telling response: he said Trump was "absolutely right" to demand compensation — but insisted Iran has "always been the GUARDIAN of the Strait and will remain so FOREVER." He added: "20% is of course too much. We will be fair." A regime that spent months trying to extort tolls from commercial shippers now wants to lecture on fairness.
The question now is whether the bipartisan establishment will treat this as the alternative to war it clearly is — or whether the lobbying class that profits from forever deployments will frame economic leverage as "escalation" to keep the spending flowing.
