It took nineteen months, but the Haitian gang member who looked into a camera and dared ICE to send him home is finally gone — and the question isn't why this one took so long, it's how many thousands like him never get removed at all.

Wisteguens Jean Quely Charles, a Back Block Money Gang member with 17 criminal convictions racked up in just two years in Massachusetts, was deported to Haiti on Thursday after spending nearly two years in federal custody exhausting every legal avenue to stay. His case exposes the machinery that lets criminal aliens remain on American streets — and the bipartisan scaffolding that built it.

Charles was admitted to the U.S. in 2013 under the Obama administration's Temporary Protected Status program. His TPS was terminated in July 2022. Between that revocation and his January 2025 arrest, he was deportable — and still walking free. His convictions, per DHS, include assault and battery on a public employee, resisting arrest, assault and battery with a dangerous weapon, possession with intent to distribute controlled substances, carrying a dangerous weapon, and trespassing.

Fox News cameras captured the arrest in Boston — a sanctuary city — on January 22, 2025, just days into Trump's return to office. As officers loaded him into a vehicle, Charles shouted: "I'm not going back to Haiti … you feel me? F--- Trump. Biden forever, bro. Thank Obama for everything he did for me, bro."

Then-Border Czar Tom Homan answered plainly: "He's going back to Haiti." Nineteen months later, he finally did.

DHS confirmed to Fox News that Charles was deported on an ICE flight originating in Louisiana. Sources told Fox he was combative on the plane and made profane, threatening remarks about the president and his family. An immigration judge issued a final order of removal on November 7, 2025 — meaning Charles sat in custody for roughly ten more months after his deportation was already ordered, as he exhausted every remaining legal option.

DHS Secretary Markwayne Mullin: "This illegal alien gang member from Haiti had quite the rap sheet... He went viral for praising Biden as he was getting arrested, because he knew that the Biden Administration's open borders turned America into a paradise for criminals like him."

The White House echoed: "This gang member and criminal illegal alien loved Obama, Biden, and open-border Democrats who let him enter our country with TPS and allowed him to terrorize American citizens."

Both statements are true as far as they go. But the TPS program that admitted Charles is a creature of statute, not executive whim — Congress wrote the law, and both parties have expanded it over the years. The legal appeals pipeline that bought Charles nineteen months is likewise a bipartisan construction. Blaming Obama and Biden is easy. Naming the structural incentives that let a gang member with 17 convictions remain in the country for years after his protected status was revoked would require more than a press release.

Gateway Pundit framed the deportation as pure partisan triumph — Obama let him in, Trump threw him out. Fox News reported the same facts with less editorial flourish but the same essential frame. Breitbart, meanwhile, didn't cover Charles at all, instead running a broader roundup of ICE deportations of Asian and Salvadoran gang members convicted of murder, statutory rape, and kidnapping — a reminder that Charles is one case among thousands.

And that's the real number. Charles is back in Haiti. He shouldn't have been here in the first place, and he shouldn't have needed nineteen months of legal wrangling after his arrest to leave. Every politician taking a victory lap should answer for the system that made this deportation the exception, not the rule.
