This is first and foremost because a conspiracy requires coordination of multiple parties, and Pelosi can unilaterally decide not to send the articles of impeachment to the senate.
However, even if we were to assume Tim is using "conspiracy theory" as shorthand for "an unlikely set of ulterior motives behind an action", then the term STILL wouldn't apply, because we've KNOWN of the negative impact of impeachment on the senators running for president for a year at this point, and its not a set of circumstances that would be lost on Nancy Pelosi.
In truth, the only legitimate unknown regarding Pelosi's thinking in terms of how it impacts Sanders is: "Was this malicious sabotage, or a 'happy accident'?"
The irony: When you have mandatory detainment of a specific class of individuals for the purpose of more easily managing them by keeping the in a confined area, that is the ACTUAL DEFINITION of a concentration camp.
