Brexit latest news - Boris Johnson last night refused to sign a letter begging the EU for a Brexit delay after rebel MPs sabotaged his new deal.

I wonder; if Boris is required by law to ask for a delay of Brexit from the EU, is there a require as to when? Does he have to ask for it now or can he wait until October 30th to ask for it? He should ask for it at the latest possible time because if the EU cannot act then Brexit takes place on October 31st.
