Did we stop paying the DOD, DOJ, or the IRS? Then the government is not shut down. This amounts to little more than a bureaucratic pout with FUD sauce.
I've not heard anybody ask the rather obvious question of "if this then what else?". This sort of abuse existed, obviously. Nothing happens in isolation. I feel it very likely the same constitutionalism infects DOJ and Intelligence processes in general.
