Roughly once a decade, Mars experiences an extremely violent, planet-wide storm that covers the entire surface with continent-sized dust towers. NASA now thinks this phenomenon may be what stripped the planet of its water.

A more likely scenario is this: Mars is only 1/3 the mass of Earth. It had a much smaller iron core and it appears to be cooled now to the point that it can't generate a magnetic field of any significance, unlike our nickle/iron core. Because of this the solar wind stripped whatever atmosphere Mars may have had about a billion years ago. Once the atmosphere was thinned to the point where liquid water would boil, the water vapor was then stripped away too. Whatever water that now survives is frozen and mixed with sand. The dust the swirls around Mar's thin atmosphere (and it is very very thin) is simply what happens to very dry planets that have very thin atmospheres and are close enough to the sun to get enough solar energy to activate temperature differences at various locations on the planet, driving a weather system.
