I had a policeman visit to my home some years ago. Someone reported a street argument between 2 neighbours and he went straight in for a lecture about my behaviour without asking me any questions. After a few minutes he gave me some facts and although he got the correct house number, he was 2 streets away from where he should be. I deliberately kept him lecturing me for 5 more minutes before I told him you cannot even find the correct road. Rather than say sorry he just came out with bollox like, "well sometimes talking to the other neighbours it helps diffuse the situation in the future and I won't be visiting the correct address". With coppers like that investigating I can see why this news today is not surprising.
