Corruption is most easily purged top down. Tho it takes a long time because a leader giving a speech that corruption must stop will not be believed because a corrupt leader would also say such things, it takes people who know that leader personally and have seen him do things in private to realize that he is genuinely trying to do whats right and doing the best he can for them to believe it, and then they talk to people who they know personally about how their leader actually follows the ideals he preaches. And so the knowlage that you have good leadership trickles down ever so slowly. As people realize they have good leadership they now know that they can ask for the higher ups to solve problems and they will be solved and so they are, and the corrupt have to hide and can do little as most people and those in highest offices arent corrupt and would punish the few who harm the whole for personal gain.
