This California city fines food vendors if they don't separate their trash and recyclables ... so why is this trash man throwing all the refuse in the same truck?

The City of Tiburon, California, says this is an isolated incident, but I kinda don't care. They'll fine food vendors $100 for the first offense of not sorting trash, $200 the second time, and $500 thereafter.
