High-Speed Rail Authority CEO Ian Choudri and fiancee Lyudmyla Starostyuk were arrested just after midnight Feb 4 in a family dispute outside their Folsom home on suspicion of domestic battery - plus child abuse for her. DA declined to bring charges. Choudri's lawyer calls it a "nothing burger."
