Rand Paul, who authored a newly-released Senate report over the Secret Service's handling of the assassination attempt against President Trump in Butler, Pennsylvania, told "Face the Nation with Margaret Brennan" that there was "a total failure" within the agency and accused there of being a "cultural cover-up."
