There is no doubt that 'communist regimes' as defined in the article have perpetrated many atrocities, but that isn't the issue. The question that needs to be asked is whether 'Mass killings under communist regimes' is a legitimate subject for an encyclopaedic article. And I would have to suggest that the article in question does little to justify that claim.

One wonders if the author feels the same way about the specific category of White Shooter Mass Killings.

A few writers have certainly seen it as a legitimate subject for discussion, but by and large, credible mainstream histography tends to neither lump all 'communist regimes' together as a subject for scrutiny when discussing 'mass killing' or to treat them as some sort of special case requiring unique analysis.

Which is the problem. Pretty much everyone who is not a Credible Manstream Histographic author would see this as an important topic. Only the mainstream, elite writers, united in sycophantic support and defense of communism as an economic goal would consider otherwise.

Proper historiography discusses events in context, and without simplistic presuppositions that events are driven by any specific ideology. As the endless disputes on the article talk page make entirely clear, the article, and what exactly it is that it is supposed to be discussing, has long been a subject of contention amongst Wikipedia contributors.

"Simplistic presuppositions that events are driven by any specific ideology"? If the event is a mass killing by a government with a "specific ideology" and it is a recurring feature of other governments sharing that "specific ideology" then the conclusion that the "specific ideology" is, in fact, causative seems reasonable.

Why is the fact that an article is constantly being discussed reason for deletion?

Yes, these facts are non-verifiable, as is anything that has not been actually observed in person, such as, oh I don't know, Global Warming and the pandemic let's say. Get a clue, people.
