Space-bound rockets tend to blow up since they are just a mass of solid fuel. It happens in Russia too, the US just exported the dangers of launching yourself into Space. The manned mission did successfully launch.
When you test unproven designs, they don't always pass, which is why you test. If anything, I'd question the wisdom of testing an unproven engine on the eve of an important launch, I think the possibility of a failure and the resulting bad optics should have been easy to anticipate.
