Ah the old colonization arguement. South Korea was colonized by the japanese and the Korean war destroyed all the infrastructure, result modern first world country. It's national values that count.

Africa needs to raise IQ levels, that can only happen with better Nutrition and changing of cultural ideas over the generations. It takes quite a few generations for IQ to rise and cultures to change values.

the other problem is that foreign investment can actually ruin a developing economy in the long term by essentially destroying local markets.
for example a foreign donation of enough food so that everybody has a free meal will cause local agriculture and the workers therein collapse financially and then they become reliant on investment and donations.
This also opens the possibilities for other nations like china to buy up vital infrastructure projects and create a whole new and comparably scary neo-colonialism situation but with more direct economic leverage than with previous iterations of so called colonialism
The solution is not as simple as help poor nations and poor nations wont have problems and that's why I think many scientists could not find a consensus on this topic
