People who are out in public and see a parent disciplining a child should call police immediately, and report a "crime in progress," according to new guidance from the Scottish government.

Growing up I was spanked all the time but it never changed me for the better. Instead it made things even worse and I still won't forgive my parents for doing it to this day. But calling the cops will only make matters worse and if the kid's not traumatized from getting spanked, seeing their parent taken into custody will most likely do it instead.
