African Americans are only 13% of the US population. How are they underrepresented?

As far as Jackson is concerned, I was one of those people that thought he would be better off making the transition to receiver, not because of his race, but because of his below 50% completion rate in college. At this point, I am comfortable admitting that I was wrong.
