There's always the constitution. Why don't they follow the constitution? In the military, there is a chronology on how things are done. It always comes back to the "first order". As you go through your day, you receive your plan of the day, or first order. As the day goes on, other higher ranks give you orders. When things pile up and you need to decide where to start, you always refer to the first order. The constitution is the first and final order for any official, elected or appointed.
