Yeah they used to lock up crazy fucks in asylums.

Then they decided that system was inhumane... and expensive, so they gave them all disability incomes and set them loose in the cities.

That worked so well that everybody just pretty much fucking forgot about it and they stopped bothering to diagnose that shit in the first place.

Now police and school teachers just deal with it and it's no problem except when a black one gets shot here and there.
