My 80 year old mother will be staying with us this year (she is currently in a Tier 2 area - and likely to go to T3, we are in Tier 1). We are very fortunate in that we can afford any fine that may result in. It will be money well spent though.

She is visiting us, regardless of the cost - it may be the last time.
