If you listen to Yuri Bezmenov's 1984 interview with G. Edward Griffin, or read his book "No Novosti is Good News", you'll learn that KGB Officers who went abroad were required to be married, and that these marriages were arranged by various "Personnel Departments" with the express purpose of control and a light form of apartheid. This is the "control" I see in this story.

Also, this keeping track of family connections and personal connections is something that Solzhenitsyn and others wrote about as being widespread in USSR.
