Steve Steglitz is discussing:

Clarence House says the correct processes were followed with the Qatari sheikh's charitable donations.

"The funds were received by the Prince of Wales's Charitable Fund, whose stated aim is to "transform lives and build sustainable communities", by awarding grants to good causes in fields such as conservation, education, health and social inclusion."

In other words, it's a good tax avoidance vehicle. But the question remains, why would an Arab sheik want to pay €3,000,000 to Prince Charles? To build "good communities" and because he cares about education? These sheiks are much nicer guys than anyone could have thought.
