They can manipulate the market by forcing food stamp folks to buy a single brand then when that brand has to halt production for safety issues allow them to buy whatever brand they can find thus causing the outage since the other brands don't typically supply the kind of volume the company that got the food stamp bid did. If the government hadn't put their thumb on the scale for the company that serviced foodstamps to have that exclusive deal then presumably the market would have seen growth occur in multiple brands naturally to accommodate both food stamp folks and people who purchase their own formula so that a single manufacturer going offline wouldn't cause major shortages
