By what right can private or public education institution impose a monetary fine on private individuals under the Constitutions of the USA or those of the States. Surely the issue of imposition of fines on citizens indivdual or otherwise, reasons for them, methods of issue, authorization of persons to do and method of collection, effect of non compliance are reserved to the legislature to determine and not any private or public institution to do so unless authorized by law!
