Rick is discussing:

UK and France will work together despite a diplomatic spat over Australian submarines, Downing Street says.

Of course Msr. Macron agreed to "continue working closely together around the world" because if they didn't agree they risk fading into insignificance which is precisely the reason they spat their dummy out in the first place - because they were left out.

The submarine deal they had with Australia was already hitting brick walls because the French, as they always do, tried to renegotiate the deal the increase their share of the workload. Australia merely went with a better option, and as one Australian politician aptly put it "the French have never been the most reliable of allies", anyway.
