Ignorantia non excusat... that is, ignorance of the law does excuse breaking the law. If you build a system capable of making hundred thousand vote "errors" that can go unnoticed without human intervention... you have designed something specifically intended to bring about voter suppression and you most certainly should be held criminally liable, whether you were ignorant and/or playing stupid, that is no excuse under our legal system.
