I did not previously realize that 22 of the previous 44 presidents were faced with a SCOTUS vacancy during a presidential election year. The REAL precedent is that when the WH and Senate are of the same party, the Senate moves forward with the SCOTUS nomination. When the WH and Senate are controlled by opposing parties, the Senate does not move forward with the nomination.
