I've been using Youtube since before Google bought it. I never once flagged a video and I rarely down-vote videos over the subject (only a bad faith video or something with a creator being abusive or offensive). I probably downvoted 5 videos ..ever. Anyway, I seen that "You must punch nazis" video, and it was inciting violence not against "nazis," but white people in general. I flagged it, the only time I did this with 25 years+ without ever doing it. I figured seeing a video flagged by someone who never abused the system would garner a serious look, and they would see the vitriolic violence incitement and racism (the reasons for the flag).. I had the foresight to use OBS screen capture of me writing it out and proof of date (opened news-sites and showed them on the screen as I clicked links).. and sent it. After all this, it's been many, many months and the video is still there. If anyone else did the same video about the left, or black people, it would be pulled in a day. Google is a dysfunctional mess. I'm considering posting the video (of me typing out the flag request and describing what's wrong with it) ..somewhere.. maybe here.
